You may arrive and use the public pub building at any time (if you really want to scare the locals!), however entry to the hall will not occur until time-in.
Empire Day time-in will probably for the next event occur around 4pm and the IC entrance to the hall is directly from the outside, around the back of the building from the car park.
The tavern bar will close at 11am with attendees then getting half an hour to drink up and leave the hall.

The site is literally 30 seconds drive off junction 4a of the M3, and has a large car park.
The nearest train station is three miles away called FLEET, which is roughly midway on the main line between London Waterloo and Southampton.
The last direct trains back to London and Southampton leave Fleet at midnight and 20 past respectively.
